據(jù)國家發(fā)展改革委消息，我國將進一步破除市場準入的障礙，盡快修訂出臺新版市場準入負面清單，支持民營企業(yè)積極參與“兩重兩新”，加快促進民營經(jīng)濟發(fā)展。

China's top economic planner, the National Development and Reform Commission, pledged to further remove market access barriers and revise the market access negative list for private enterprises in a timely manner, in a bid to accelerate the development of the private economy. The announced new moves aim to encourage greater private sector participation in major national projects and programs, including those aligned with major national strategies, building up security capacity in key areas, as well as the large-scale renewal of equipment and the trade-in of consumer goods.

所謂“兩重”，是指國家重大戰(zhàn)略實施和重點領(lǐng)域安全能力建設。發(fā)行超長期特別國債支持“兩重”建設，是實施一攬子增量政策推動經(jīng)濟高質(zhì)量發(fā)展的一項重大舉措。2024年《政府工作報告》明確提出，從2024年開始擬連續(xù)幾年發(fā)行超長期特別國債，專項用于國家重大戰(zhàn)略實施和重點領(lǐng)域安全能力建設。

所謂“兩新”，是指推動新一輪大規(guī)模設備更新和消費品以舊換新。2024年2月，習近平總書記主持召開中央財經(jīng)委員會第四次會議時強調(diào)，“要鼓勵引導新一輪大規(guī)模設備更新和消費品以舊換新”。為貫徹落實黨中央決策部署，2024年3月，國務院印發(fā)《推動大規(guī)模設備更新和消費品以舊換新行動方案》，對實施設備更新、消費品以舊換新、回收循環(huán)利用、標準提升四大行動等作出具體安排；2024年7月，國家發(fā)展改革委、財政部聯(lián)合印發(fā)《關(guān)于加力支持大規(guī)模設備更新和消費品以舊換新的若干措施》，統(tǒng)籌安排3000億元左右超長期特別國債資金，持續(xù)推動“兩新”政策落地見效。
