國(guó)務(wù)院日前印發(fā)《現(xiàn)代化應(yīng)急體系建設(shè)“十五五”規(guī)劃》，對(duì)“十五五”時(shí)期安全生產(chǎn)、防災(zāi)減災(zāi)救災(zāi)等工作作出部署。

應(yīng)急管理關(guān)乎人民群眾生命財(cái)產(chǎn)安全，關(guān)乎改革發(fā)展穩(wěn)定大局。《現(xiàn)代化應(yīng)急體系建設(shè)“十五五”規(guī)劃》（以下簡(jiǎn)稱《規(guī)劃》）提出，到2030年，我國(guó)應(yīng)急管理體系和能力現(xiàn)代化建設(shè)取得明顯進(jìn)展，以事前預(yù)防為主的治理模式有效建立，集中統(tǒng)一、高效權(quán)威的中國(guó)特色應(yīng)急管理體制更加完善，大安全大應(yīng)急框架下應(yīng)急指揮機(jī)制更加健全，重特大突發(fā)事件處置保障能力和基層應(yīng)急能力顯著增強(qiáng)，應(yīng)急管理法治化、科學(xué)化、智能化水平大幅提高，安全生產(chǎn)、防災(zāi)減災(zāi)救災(zāi)形勢(shì)持續(xù)穩(wěn)定。到2035年，建成與基本實(shí)現(xiàn)現(xiàn)代化相適應(yīng)的中國(guó)特色大國(guó)應(yīng)急體系，全面實(shí)現(xiàn)依法應(yīng)急、科學(xué)應(yīng)急、智慧應(yīng)急，高質(zhì)量發(fā)展和高水平安全實(shí)現(xiàn)良性互動(dòng)。

《規(guī)劃》部署了深化應(yīng)急管理改革創(chuàng)新、推動(dòng)構(gòu)建大安全大應(yīng)急格局，突出風(fēng)險(xiǎn)源頭管控、加快治理模式向事前預(yù)防轉(zhuǎn)型，優(yōu)化應(yīng)急力量布局、提升大災(zāi)巨災(zāi)應(yīng)對(duì)處置能力，強(qiáng)化全要素支撐、健全重特大突發(fā)事件處置保障體系，夯實(shí)基層應(yīng)急基礎(chǔ)、提高全社會(huì)防災(zāi)避險(xiǎn)能力等五方面重點(diǎn)任務(wù)，安排了五大類(lèi)共17項(xiàng)重點(diǎn)工程。

【重要講話】

要進(jìn)一步提升基層應(yīng)急管理能力，推動(dòng)應(yīng)急管理工作力量下沉、保障下傾、關(guān)口前移，有效防范化解重大安全風(fēng)險(xiǎn)，及時(shí)有力有效處置各類(lèi)災(zāi)害事故，筑牢安全底板，守牢安全底線。

It is important to beef up emergency management capabilities at the primary level, shift more management endeavors to the grassroots level, weigh guarantee policies toward the grassroots, and forward deploy guarding posts, so as to effectively prevent and defuse major safety risks, deal with disasters and accidents in a timely, forceful and efficient manner, and make sure that the line is never crossed in this regard.
