國家發(fā)展改革委等25個部門近日聯(lián)合印發(fā)了《固體廢物綜合治理行動計劃》。2026年1月13日，國新辦就該計劃舉行國務(wù)院政策例行吹風會。

The State Council Information Office held a policy briefing on "Action Plan for Comprehensive Treatment of Solid Waste" on January 13, 2026. The plan was drafted by the National Development and Reform Commission and 24 other government departments.

固體廢物是指在生產(chǎn)、生活和其他活動中產(chǎn)生的喪失原有利用價值或者雖未喪失利用價值但被拋棄或者放棄的固態(tài)、半固態(tài)和置于容器中的氣態(tài)的物品、物質(zhì)以及法律、行政法規(guī)規(guī)定納入固體廢物管理的物品、物質(zhì)。加強固體廢物綜合治理，是推進美麗中國建設(shè)、加快經(jīng)濟社會發(fā)展全面綠色轉(zhuǎn)型的重要舉措。《固體廢物綜合治理行動計劃》是我國出臺的首個針對固體廢物綜合治理作出系統(tǒng)性部署的專項文件。行動計劃明確了未來一個時期我國固體廢物綜合治理的總體思路、工作目標等。到2030年，我國重點領(lǐng)域固體廢物專項整治將取得明顯成效，大宗固體廢物年綜合利用量達到45億噸，主要再生資源年循環(huán)利用量達到5.1億噸。

為實現(xiàn)目標，行動計劃圍繞工業(yè)、城鎮(zhèn)、農(nóng)林等主要產(chǎn)廢領(lǐng)域，明確了各環(huán)節(jié)治理任務(wù)。針對與群眾生活和安全生產(chǎn)密切相關(guān)、環(huán)境風險隱患突出的重點領(lǐng)域，我國將部署開展非法傾倒處置固體廢物、生活垃圾填埋場環(huán)境污染隱患等5項專項整治。

我們堅持綠水青山就是金山銀山的理念，堅持山水林田湖草沙一體化保護和系統(tǒng)治理，全方位、全地域、全過程加強生態(tài)環(huán)境保護，生態(tài)文明制度體系更加健全，污染防治攻堅向縱深推進，綠色、循環(huán)、低碳發(fā)展邁出堅實步伐，生態(tài)環(huán)境保護發(fā)生歷史性、轉(zhuǎn)折性、全局性變化，我們的祖國天更藍、山更綠、水更清。

We have acted on the idea that lucid waters and lush mountains are invaluable assets. We have persisted with a holistic and systematic approach to conserving and improving mountain, water, forest, farmland, grassland, and desert ecosystems, and we have ensured stronger ecological conservation and environmental protection across the board, in all regions, and at all times. China's ecological conservation systems have been improved, the critical battle against pollution has been advanced, and solid progress has been made in promoting green, circular, and low-carbon development. This has led to historic, transformative, and comprehensive changes in ecological and environmental protection and has brought us bluer skies, greener mountains, and cleaner waters.
