中央城市工作會議2025年7月14日至15日在北京舉行。中共中央總書記、國家主席、中央軍委主席習(xí)近平出席會議并發(fā)表重要講話。會議提出了當(dāng)前和今后一個時期城市工作的總體要求，強(qiáng)調(diào)以建設(shè)創(chuàng)新、宜居、美麗、韌性、文明、智慧的現(xiàn)代化人民城市為目標(biāo)，走出一條中國特色城市現(xiàn)代化新路子。

Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, delivered an important speech at the Central Urban Work Conference held in Beijing from July 14 to July 15, 2025. The meeting outlined the overall requirements for urban work at present and for the foreseeable future, including the construction of modern cities of the people that are innovative, desirable to live in, beautiful, resilient, culturally advanced, and smart, thereby forging a new path for urban modernization with Chinese characteristics.

城市是現(xiàn)代化的重要載體，在黨和國家工作全局中具有舉足輕重的地位。黨的十八大以來，黨中央深刻把握新形勢下我國城市發(fā)展規(guī)律，堅持黨對城市工作的全面領(lǐng)導(dǎo)，堅持人民城市人民建、人民城市為人民，堅持把城市作為有機(jī)生命體系統(tǒng)謀劃，推動城市發(fā)展取得歷史性成就，我國新型城鎮(zhèn)化水平和城市發(fā)展能級、規(guī)劃建設(shè)治理水平、宜業(yè)宜居水平、歷史文化保護(hù)傳承水平、生態(tài)環(huán)境質(zhì)量大幅提升。當(dāng)前，我國正處于以中國式現(xiàn)代化全面推進(jìn)強(qiáng)國建設(shè)、民族復(fù)興偉業(yè)的關(guān)鍵時期，我國城鎮(zhèn)化正從快速增長期轉(zhuǎn)向穩(wěn)定發(fā)展期，城市發(fā)展正從大規(guī)模增量擴(kuò)張階段轉(zhuǎn)向存量提質(zhì)增效為主的階段。城市工作要深刻把握、主動適應(yīng)形勢變化，轉(zhuǎn)變城市發(fā)展理念，更加注重以人為本；轉(zhuǎn)變城市發(fā)展方式，更加注重集約高效；轉(zhuǎn)變城市發(fā)展動力，更加注重特色發(fā)展；轉(zhuǎn)變城市工作重心，更加注重治理投入；轉(zhuǎn)變城市工作方法，更加注重統(tǒng)籌協(xié)調(diào)。

城市的核心是人。做好城市工作，要深刻把握建設(shè)現(xiàn)代化人民城市的目標(biāo)定位，自覺踐行以人民為中心的發(fā)展思想。2025年7月召開的中央城市工作會議強(qiáng)調(diào)，堅持以習(xí)近平新時代中國特色社會主義思想為指導(dǎo)，深入貫徹黨的二十大和二十屆二中、三中全會精神，全面貫徹習(xí)近平總書記關(guān)于城市工作的重要論述，堅持和加強(qiáng)黨的全面領(lǐng)導(dǎo)，認(rèn)真踐行人民城市理念，堅持穩(wěn)中求進(jìn)工作總基調(diào)，堅持因地制宜、分類指導(dǎo)，以建設(shè)創(chuàng)新、宜居、美麗、韌性、文明、智慧的現(xiàn)代化人民城市為目標(biāo)，以推動城市高質(zhì)量發(fā)展為主題，以堅持城市內(nèi)涵式發(fā)展為主線，以推進(jìn)城市更新為重要抓手，大力推動城市結(jié)構(gòu)優(yōu)化、動能轉(zhuǎn)換、品質(zhì)提升、綠色轉(zhuǎn)型、文脈賡續(xù)、治理增效，牢牢守住城市安全底線，走出一條中國特色城市現(xiàn)代化新路子。會議部署了城市工作7個方面的重點任務(wù)：一是著力優(yōu)化現(xiàn)代化城市體系，二是著力建設(shè)富有活力的創(chuàng)新城市，三是著力建設(shè)舒適便利的宜居城市，四是著力建設(shè)綠色低碳的美麗城市，五是著力建設(shè)安全可靠的韌性城市，六是著力建設(shè)崇德向善的文明城市，七是著力建設(shè)便捷高效的智慧城市。“七個著力”為現(xiàn)代化人民城市建設(shè)指明了前進(jìn)方向。

【重要講話】

要全面踐行人民城市理念，充分發(fā)揮黨的領(lǐng)導(dǎo)和社會主義制度的顯著優(yōu)勢，充分調(diào)動人民群眾積極性主動性創(chuàng)造性，在城市規(guī)劃和執(zhí)行上堅持一張藍(lán)圖繪到底，加快城市數(shù)字化轉(zhuǎn)型，積極推動經(jīng)濟(jì)社會發(fā)展全面綠色轉(zhuǎn)型，全面推進(jìn)韌性安全城市建設(shè)，努力走出一條中國特色超大城市治理現(xiàn)代化的新路。

It is imperative to fully act on the principle that a city should be built by the people and for the people. The remarkable advantages of the Party leadership and the socialist system should be given full play and the people's motivation, initiative and creativity should be fully inspired. It is also imperative to keep moving forward until the goal is met as far as urban planning and implementation is concerned, and efforts should be accelerated to promote digital transformation in urban areas. It is essential to make efforts to actively promote the transition to a model of green economic and social development in all respects, and to advance the building of a resilient and safe city, so as to explore a new path of modernization in megacity governance with Chinese characteristics.

堅持人民城市人民建、人民城市為人民，提高城市規(guī)劃、建設(shè)、治理水平，加快轉(zhuǎn)變超大特大城市發(fā)展方式，實施城市更新行動，加強(qiáng)城市基礎(chǔ)設(shè)施建設(shè)，打造宜居、韌性、智慧城市。

Guided by the principle that cities should be built by the people and for the people, we will improve urban planning, construction, and governance and move faster to change the development models of super-large and mega cities. We will carry out urban renewal projects and improve urban infrastructure to build livable, resilient, and smart cities.
